I'm thinking of converting my old 90s mountain bike (mainly for street use). I'm getting the idea that front suspension is almost necessary to handle the speed of an eBike. Also, are rim brakes too wimpy for an eBike? If these are both true, I'm going to have to find a hardtail with disc brakes to convert.

Neither is necessary per se. Every rider is different though. But I do conversions for rigid fork bikes and rim brake bikes all the time with great success. It's up to you whether its comfortable though and if you are up to inspecting rim brake condition more often than a disc brake setup.
I have the same question - about Rim brakes vs disc brakes. I was going to try my old Mtn bike w/ rim brakes and just change the pads often as they wear down.
